Emirates NBD's FATCA FAQ says US persons remain welcome if they comply with FATCA (self-certification/W-9). UAE banks won't open accounts for "recalcitrant" US persons who refuse the paperwork.
"U.S. Persons are and remain welcome in UAE Banks for accounts and savings as long as they are willing to comply with the FATCA obligations."
